3.1 Participant Control

e-cbot Market Operations will be based in Chicago with improved technical tools to monitor network and server issues – providing first level support.

LIFFE CONNECT® will provide second and third level technical support in the U.S. for hardware and network support.

The Monitor and Control (M&C) system allows control of the LIFFE CONNECT® market to be performed by Market Operations staff. This includes actions such as locking out users at the ITM level, enabling or disabling markets, setting price and volume limits, sending messages at the ITM level and pulling orders.

3 .1.1                    Pull Orders

Market Operations can withdraw (or 'pull') any active order that has been accepted in the Trading Host’s central order book at the e-cbot User ID, Individual Trader Mnemonic (ITM) or member firm level.

3 .1.2                    Log-out

If an ITM is logged out of LIFFE CONNECT by Market Operations, for example, in the event of problem with their Client Application, all orders submitted by User ID’s under that ITM excluding GTCs are transferred to the nominated replacement ITM. If there is no nominated replacement, the orders are deleted. The ITM can then log straight back in.

3.1.2.1                Level

Market Operations can log-out an individual ITM, a selected group or all the ITMs currently logged on for a member firm.

3.1.2.2                Messages

The Trading Host sends a message to each ITM of a member firm to notify that the ITM has been logged out.

3.1.3                    Lock-out

In the event that an ITM, or their Client Application, is behaving in a way that is deemed to be contrary to the Trading Rules, and/or threatening in any way the integrity of the markets, Market Operations has the capability to immediately revoke their access to the market.

If it is necessary to force an ITM out of the market, Market Operations will activate a ‘lockout’. This will send the Client Application a ‘forced logout’ message and immediately log off the ITM. All orders for e-cbot User IDs under that ITM, including GTCs will be cancelled. These orders are not transferred to a nominated replacement ITM and the ITM cannot log back in.

Market Operations can lock out an ITM even if it is not logged on.

3.1.3.1                Messages

The Trading Host sends a message to notify the ITM that it has been locked out.

3.1.4                    Text Message

From time to time it will be necessary for Market Operations to send text messages to ITMs currently in the market. Receipt of text messages will depend on the Independent Software Vendor (ISV) or member firm developed client application. Messages can be sent to the following:

·         All ITMs
·         ITMs subscribed to a specific product (Product based messaging).
·         Individual ITMs.

These text messages will be received by the relevant Client Applications, using one of the API functions, and should be displayed (and/or printed) for the ITMs information.
